Rockwall was founded in 1854 and is the County Seat of Rockwall County. Rockwall is approximately 22 miles east of downtown Dallas on Interstate 30 with a population of just over 31,000.

On November 2, 2004, the citizens of Rockwall County voted in favor of an $11.5 million bond issue to design and construct a 52,000 square-foot library to serve the county population of approximately 60,000. The new library will be located on the northeast corner of Yellow Jacket Lane and T.L. Townsend Rd., north of I-30 and east of SH 205.

The City of Rowlett has held the Tree City USA designation developed by The National Arbor Day Foundation (NADF) for cities dedicated to conservation and environmental awareness. To become a Tree City USA, Rowlett passed a tree ordinance, organized a tree board and proclaims and celebrates an Arbor Day.
